Student Opportunities with CHBRP

The California Health Benefits Review Program (CHBRP) is a neutral source of independent, evidence-based health policy analysis that leverages the expertise of UC faculty and researchers, actuarial consultants, and a National Advisory Council. The program is led and coordinated by a dynamic team, located within the University of California, Berkeley. CHBRP responds to requests from the State Legislature to provide analysis of the medical, financial, and public health impacts of proposed health insurance benefit mandates and repeals, as well as other health insurance-related legislation.
CHBRP regularly offers a paid, full-time positions for students, generally from June through August, and periodically hires students on a part-time basis during the Fall and Spring semesters. Students become an integral part of the CHBRP team and assist with various projects and tasks. Each student has the opportunity to complete an individual project, while also getting exposure to, and participating in several other aspects of CHBRP’s multi-faceted work. Students will also attend meetings with important stakeholders in California’s health policy arena, which provides valuable learning and networking opportunities. 2026 Application Timeline
Student Duties
During the summer months, CHBRP staff conduct additional policy research and connect with stakeholders to hear feedback and ask important policy questions. Students will assist CHBRP staff with these efforts, and other duties as assigned. Previous students have contributed to CHBRP’s social media posts (view examples on our LinkedIn, Facebook, and Instagram pages), Nuts and Bolts, Explainers, and other helpful resources.
Projects will be assigned by CHBRP staff, with limited opportunities for students to propose work due to bandwidth and business priorities. Under the supervision of CHBRP staff, potential duties of the student include:
Data Visualization Position
- Creating social media content and visual materials using Canva
- Drafting and editing infographics
- Creating other graphics, as requested
- Researching and summarizing health policy topics to support above products
- Administrative duties (up to 30% of work)
Policy Position
- Contributing to a variety of CHBRP products including explainers, policy snapshots, issue briefs, resources, and other material on health policy or public health topics
- Researching and summarizing health policy topics to support above products
- Assisting staff in scheduling CHBRP’s annual external stakeholder meetings (e.g., state agencies, legislature, trade groups, health plans, consumer groups) and additional administrative duties (up to 30% of work)
Qualifications
Required qualifications for all interested applicants:
- UC student
- Interest in and enthusiasm to learn about public policy and analysis
- Ability to identify main findings from reports and/or policy briefs
- Strong writing skills
- Ability to prioritize multiple tasks and adhere to deadlines
- Strong problem-solving and communication skills
Undergraduate students must be in pursuit of a BA/BS with major in a related field.
Graduate students must be a candidate for master’s or doctoral degree in public health, public policy, or another related field.

Interested students submit a cover letter and CV/resume via email to Adara.Citron@chbrp.org, indicating which position (data visualization or policy) student is applying for. Students applying for the data visualization position must also submit a sample of a graphic they created.
Finalists will be required to submit a writing sample (in which AI has not been used to improve the writing) before their final interview.

- Are there any qualifications that would make me a stand-out candidate?
- For the data visualization position, experience with Canva, creativity, and the ability to distill complex information into an easily understood format.
- For the policy position, familiarity with writing for a general (non-scientific) audience and familiarity with researching “new to me” topics.
- Can I use this position to satisfy requirements of a required internship/practicum?
- It depends. If you are interested in exploring whether this would be a fit for your internship/practicum requirement, please review your campus’ requirements and reach out to Adara at adara.citron@chbrp.org. This position is focused on developing products for publication by CHBRP, rather than educating students about policy analysis. Due to staff bandwidth and prioritization of CHBRP business needs, this experience will have more limited formal mentorship and networking opportunities than in past cycles. - Do I need to be a student at UC Berkeley to apply?
- No, students can be from any UC! We always enjoy meeting students in person, but we are well set up to work virtually. Students do not need to be in Berkeley or the surrounding area during the summer. We will make all efforts to accommodate differences in time zones, should a student work virtually from elsewhere in the US.
- I applied and the dates included in the timeline have passed. I haven’t heard from Adara or anyone at CHBRP yet. Should I reach out?
- Depending on the volume of applications, it can take a while to review all applications and schedule the two rounds of interviews. We do our best to reach out within our planned timeline, but it may take longer than we intend. Rather than reach out, please be patient and we will reach out with updates as they are available.
- I missed the application deadline! Can I still apply?
- In order to move through the application review and interview process quickly, we are unable to accept applications submitted after the specified deadline.
- Are there opportunities to apply for a position in the fall or the spring?
- Potentially. There may be opportunities for the summer students to continue working with CHBRP in the fall and spring. Depending on whether they continue and CHBRP’s staffing needs, opportunities to apply may be available. Information will be posted to CHBRP’s website or to the relevant student job posting portals if we have opportunities available.
