Earlier in his career, Corbett provided strategic health care benefits and management consultant services to Liberty Healthcare Group, a national medical and pharmacy supply company, and for The Segal Company, an international human resource and benefits consulting firm. In government, Corbett was Assistant Director for Legislation and Policy at the Massachusetts Group Insurance Commission (GIC). At the GIC, he was responsible for managing large health benefits programs, policy and legislative activities, and research. Corbett earned an M.S. in Public Affairs from The McCormack Graduate School at the University of Massachusetts and a B.A. in Sociology and American Studies with honors from Brandeis University. In between her time at The San Francisco Foundation and NASHP, Grossmann earned an MPH from the Johns Hopkins Bloomberg School of Public Health, focusing on health policy and health disparities. During her time in graduate school, McLeod has interned for the San Francisco Department of Children Youth and their Families, where she developed an estimate of supply, demand, and unmet need for the City's youth workforce development programs. In addition, McLeod also worked on a team of graduate student consultants for the Berkeley Unified School District to develop a cost saving strategy to fiscally sustain the District's Adult School. Prior to moving into the policy world, Quach spent several years as a political journalist based at the Capitol for the Orange County Register, where she reported on a variety of state issues including the electricity crisis and perennial budget crises. Garen Corbett is the Director of CHBRP. Corbett joined The California Health Benefits Review Program at the University of California's Office of the President as a Principal Analyst in early 2010, bringing with him over 13 years of policy and health care business experience. Previously, he was Deputy Director of The Health Industry Forum, which worked on reimbursement and health technology issues with leading policymakers and business executives. His ongoing consulting work has focused on federal and state health policy efforts and health care innovation.
John Lewis came to CHBRP in January of 2008 as a Principal Analyst. A native Texan, Lewis studied at Trinity University in San Antonio before completing a graduate degree in health policy at New York University. Lewis has a broad background in health delivery and health policy, having experience at local, state, and national levels. He has worked in hospitals, at a university, for a state government, and with a large, health-related, voluntary society. In the early 1990s, Lewis worked at Bellevue Hospital Center before managing AIDS programs at a hospital in the South Bronx. He directed an inpatient HIV testing service and oversaw other, grant-funded efforts. In 1999, Lewis left New York for a planning position with the American Cancer Society's National Home Office. In Oakland and Denver, he supported development of clinical goals for two of the Society's multi-state regions. In 2003, he began work with the Francis J. Curry National Tuberculosis Center, a training and education program. Based in San Francisco, he led a multi-agency planning effort for stakeholders from across the country. Prior to coming to CHBRP, Lewis also worked with the Immunization Branch of the California Department of Health Services, leading multi-party, state-wide immunization campaigns
Laura Grossmann joined the California Health Benefits Review Program at the University of California's Office of the President in December 2011 as a Principal Analyst. Prior to joining CHBRP, Grossmann was a Policy Analyst with the National Academy for State Health Policy (NASHP) in Washington, D.C. In her time at NASHP, Grossmann worked on numerous areas of state health policy, including public health insurance programs, delivery system and payment reform, issues around the safety net and vulnerable populations, and eligibility and enrollment. Within all of these areas, a major focus was on health care reform implementation. Prior to working at NASHP, Grossmann was in the Bay Area working for The San Francisco Foundation in the Community Health Program Area. She was involved in grantmaking to organizations throughout five Bay Area counties, making grants in the areas of: coverage and access; prevention; health disparities; the safety net; and health policy and advocacy.
Tory Levine-Hall is a health policy intern with the California Health Benefits Review Program (CHBRP) at the University of California, Office of the President. He earned a Bachelor’s of Science in Statistics with an emphasis in Actuarial Science from San Diego State University in 2011. Currently, Tory is preparing for his actuarial examinations and volunteers at Project Open Hand in Oakland.
Stephanie McLeod is a graduate health policy intern with the California Health Benefits Review Program (CHBRP) at the University of California, Office of the President. She is a second year master's of public policy student at the UC Berkeley Goldman School of Public Policy, and will be graduating in May of 2012. As a graduate student, McLeod has focused her studies around health care and social safety net policies.
Hanh Kim Quach is a Principal Analyst with CHBRP. Previously, she was a Senior Policy Analyst at the California Budget Project, a nonpartisan policy research organization. She has also worked as a Senior Consultant in the California State Assembly, and Policy Coordinator at Health Access Foundation/California.
Karla Wood is the Program Specialist with the California Health Benefits Review Program (CHBRP). Wood comes most recently from UC Berkeley where she served as an Admissions Advisor at the School of Social Welfare. Before that she was a Program Analyst for Florida's Agency for Health Care Administration. She also served as a VISTA volunteer in Oakland. Wood has a Bachelor's of Science in Social Work from Florida State University.
