Jonathan is a consultant and PhD candidate in Health Policy & Economics at the University of Michigan. He has over 10 years of Medicaid experience and has worked for multiple state executives including the California Medicaid Director, the North Carolina executive Medicaid team, two HHS Secretaries, New York DOH, Kaiser Permanente, UC Berkeley's Labor Center, California's public health system association, the California legislature, CMMI, and at CMS. His research focuses on Medicaid financing, payment reform, 1115 waivers, high-need populations, and uncompensated care. Mr. Palisoc has his BS in Economics from Cal Poly San Luis Obispo and MPP from UC Berkeley.
