Ms. Mitchell is the former Executive Director of the Group Insurance Commission (GIC), which she led for 29 years. At GIC she managed health and other benefits for more than 430,000 Massachusetts public employees, retirees, and their families, spending more than $2 billion a year. As Executive Director she served in the administrations of Governors Baker, Dukakis, Weld, Cellucci, Swift, Romney, and Patrick.
