Mr. Feezor is a Senior Policy Fellow at the Institute for Health Policy Solutions. 

He previously served as the Deputy Secretary for Health Services at the North Carolina Department of Health and Human Services; as President and CEO of the North Carolina Foundation for Advanced Health Programs and as assistant executive officer for the Health Benefits Branch of the California Public Employees' Retirement System (CalPERS). Feezor joined CalPERS in October 1999 as its top advisor overseeing the purchasing of health care for the system's 1.2 million public employees, retirees and their families.

Feezor served as NC's Chief Deputy Insurance Commissioner for 10 years, leading the National Association of Insurance Commissioners' work on model PPO regulation, model state HMO legislation, and health insurance market reforms.

He has a MA and a BA from Duke University.
